What is Competency Framework?

A structured model that defines the skills, behaviors, and knowledge required for successful performance in specific roles or across the organization.

Definition

A competency framework is a comprehensive model that identifies and describes the key skills, behaviors, knowledge areas, and attributes required for effective performance within an organization. Frameworks typically define competencies at multiple levels — organizational competencies that apply to everyone (such as collaboration or customer focus), role-specific competencies (such as financial analysis for accounting roles), and leadership competencies (such as strategic thinking or change management).

Each competency within the framework includes a clear definition, observable behavioral indicators at different proficiency levels, and examples of what the competency looks like in practice. For instance, a "Communication" competency might define novice-level behavior as "Communicates clearly in routine situations" and expert-level as "Tailors complex messages for diverse audiences and navigates high-stakes conversations with sensitivity and impact."

Competency frameworks serve multiple HR functions. They provide the foundation for performance evaluations by defining what "good" looks like beyond just results. They inform hiring by standardizing the capabilities sought for each role. They guide learning and development by identifying skill gaps.
